About our Founder
Dr Chris Hewer has over a decade of experience delivering Initial Health Assesments and has held senior regional and national leadership roles in Children in Care health including:
- Former Named Doctor for Children in Care
- CoramBAAF Health Advisory Committee member
- Medical Advisor for the Permanency Team
- Author of the published GP-led model in Adoption & Fostering
For 7 years, Dr Hewer led the services offering Initial Health Assessments (IHAs) and Prospective Carer Reports, achieving 95% compliance with the mandatory 20 working day IHA timeframe (excluding factors outside our control)*.
* Only 5% of non-compliance with statutory IHA deadlines was attributable to staff capacity or appointment availability. The remaining delays were due to factors outside the service’s control, such as late receipt of social care paperwork, the need for consecutive appointments, children not being brought or cancellations (Gloucestershire ICB, 2023).

A complete IHA Pathway
From notification that a child has entered care through to completed report submission:
- Appointment booking

Initial Health Assessments (IHAs)
Baker Baker Health offers:
- Holistic, child-focused assessments: addressing physical and mental health, social wellbeing, and statutory requirements.
- GP-initiated treatments: our GPs can prescribe treatments for common childhood conditions (eg. acne) at the IHA and just requesting follow up with their own GP; ensuring faster care, reducing carer workload and easing the burden on local GPs.
- Improved access to Community Paediatricians: freeing up valuable paediatric resources for other critical tasks.
- High compliance with mandatory timelines: aiming for at least 95% of IHAs to be completed within 20 working days (excluding factors outside our control).
- Cost-effective solutions: Our services are cheaper than NHS Payment Scheme prices, providing significant financial savings.
- Flexibility and adaptability: We work closely with local Children in Care team and other health teams to integrate with existing pathways. Baker Baker Health have developed a Health Action Plan framework which can be modified and tailored for your area.
- Experienced and expert GPs: Providing high-quality, child-centred reports. We would be looking to grow connections with the existing Looked After Children team for shared learning and collaboration.
- Supervision and peer reviewed: by a Consultant Paediatrician who previously Chaired a national advisory body for Children in Care. This ensures reports are of the highest standard and continuously improved in line with the latest guidelines and evidence.
- One-stop Streamlined Process: triggered by the social worker notification, we then efficiently manage everything through to report distribution. Efficiency and flow data is gathered and reported on monthly to identify opportunities for further improvement.
